  • Professional gift model – citizens give money to the government in the form of taxes. The government decide what services are needed and provides funding to professionals who decide how to spend the money. ‘Paternal’ model where professionals dictate what is needed rather than service users.
  • Empowerment model – empowers the service user to have control and choice (e.g. personal budgets, direct payments etc.)
  • Rights model – service provision based on the rights of the service user, including their rights to choice, privacy and liberty
